No. It used to be much better when the free version used only 3.5 and the paid version used 4, but now the free version uses 4o for a small limit and then switches to 3.5. If you are getting bad answers when using 4o on the free version, you will get bad answers when using 4o on the paid version, since they are the same model.

Its free. As for being the best I'm sure many communities would argue between the two. Personally in my experience, having started on ChatGPT api before GPT3.5 Turbo with the full ability to adjust the arguments like temperature, I find that Bard blows ChatGPT 3.5 and 4 away.
