I need a list of countries, states & cities based on a collection of lat/long values I have. I don't want anything fancy, just a map with states and the ability to darken areas, states or plot dots on it for a location service I'm building. Given the URL format you provided I would try to transform it to Google Maps Embed API URL. This requires a API key.
Also, it helps to use the generator and make further changes to the map by referencing the API. Despite what you read on the API you do not need an API key to generate the maps. Google Static Maps API
