Saying support is only for crash or not working is just wrong. If repair does not work, then try uninstall from control panel. If that doesn't work, try uninstall using the fix it (in the link). Note, the fix it removes all of your customizations too, deleting files like normal.dotm. Repair Office 2013 / 365 / 2016.
As the issue persists even after repair, I suggest you to remove and re-install Office 2013 then try to open PDF file in Word. Run the fixit available in the link below which removes Office traces completely from the computer.
