It was launched in 2007 in several cities in the United States, and has since expanded to include all of the country's major and minor cities, as well as the cities and rural areas of many other countries worldwide.
Bing is a local US web service. It's never attempted to expand beyond USA. For Streetside it only covers USA and just a few cities in UK, France and Spain. 4 countries comparing to 6 of Yandex Maps Panoramas. So they are both not really worldwide approach of Google Street View with several dozen of counties.
